She previously worked for 12 years at the Inter-American Development Bank, where she built a portfolio that included over 85 projects valued at US $80 million to support the development of small growing businesses and startups in Latin America and the Caribbean (LAC). Her expertise lies in access to markets and finance, value chains, corporate social responsibility, gender and women’s economic empowerment in LAC. Jessica has also held positions with the Mexican government in the Ministry of Foreign Affairs in Mexico City, and in Paris as part of the Embassy of Mexico in France.

Joni has over fifteen years of practical experience in women’s entrepreneurship. She has extensive experience in community economic development, social economy and also in micro finance. She currently serves as a Senior Specialist in Gender, Equality and Non-discrimination at the International Labour Organisation, where she provides guidance to ILO Constituents for policy and programme development relating to inclusive growth, gender equality and non-discrimination. She has developed multi-country projects and led teams to serve the needs of women and youth in entrepreneurship development. She also sits on an Expert Committee for the Global Women Entrepreneur Leaders Scorecard. Joni is an advocate for inclusive growth and sustainable development. Her experience spans across Europe, Africa, the Middle East, Central Asia, Southeast Asia and East Asia.

She has authored various publications including the Intervention Guide for the Women’s Empowerment in Agriculture Index for USAID and the Gender Analysis, Assessment, and Audit Manual and Toolkit for ACDI/VOCA.
